Project Overview
The Tulkarem Courthouse stands as one of Palestine’s most advanced and architecturally distinguished judicial complexes.
Commissioned by the Ministry of Public Works and Housing and funded by the European Union, the project was designed to enhance the capacity and efficiency of the judicial system in the northern region of the country.
Executed by Abaad Jordan for Construction (A.C.C.), this landmark facility combines structural innovation, elegant design, and environmental awareness, serving as a symbol of transparency, justice, and civic progress.
Scope of Work
- Complete construction, finishing, and external works of a 8,900 m² judicial complex
- Development of two four-story rectilinear buildings connected by a pedestrian passage
- Construction of courtrooms, administrative offices, public halls, and service areas
- Implementation of electrical, mechanical, and HVAC systems compliant with EU standards
- Landscaping and site development, including stone terraces, retaining walls, and access routes
- Coordination with international consultants for architectural supervision and quality control
Architectural Concept
The design harmoniously integrates with the urban fabric of Tulkarem, occupying a triangular site defined by elegance and civic strength.
The courthouse is elevated atop a wide series of stone steps, creating a sense of majesty and authority, while the two main buildings represent the balance between public service and judicial independence.
Local materials, such as Palestinian limestone, were used to blend the structure into its surroundings while maintaining an image of institutional permanence.
